ATLANTA — The tale of two intrepid people setting off on a journey to explore the vast expanse of the United States is well-worn by now. Inspired by the colonialist principle of Manifest Destiny, the belief that American settlers were destined to take ownership of the land from the Atlantic to the Pacific coast, intertwined with exceptionalism and transcendence, has inspired many canonized tales ranging from “Great American Novels” like Mark Twain’s Adventures of Huckleberry Finn to counterculture classics such as On the Road by Jack Kerouac. As with the ideology that White settlers used to rationalize the genocide of Indigenous people, these stories have always prioritized cis-het White male characters and their self-actualization, often while sidelining, exploiting, or eliminating others who do not fit that very specific set of characteristics. The resulting image of Americana long ingrained in the nation’s collective consciousness is one of privilege and pillaging cloaked in the romantic sublime. It is within this history that Kelli Connell creates her art. Connell turns to Edward Weston’s collaborations with and photographs of writer Charis Wilson as the inspiration for her exhibition, Pictures for Charis , at the High Museum of Art. In the 1930s, Weston and Wilson, who were romantically involved, traversed the American West, leading to their co-authored book California and the West (1940). The book includes dozens of Weston’s photographs of the locales they visited, many featuring Wilson within the landscape, such as “Floating Nude”(1939). Still others focus exclusively on exploring Wilson’s body, as in “Nude” (1934). In fact, Wilson is almost always photographed in the nude. The continual insertion of her form within these landscapes creates the impression that her body is yet another part of it — another resource for Weston to use. Daily Weekly Opportunities Connell and her then-partner, Betsy Odom, retraced Weston and Wilson’s journey, photographing similar compositions in many of the same places. Displayed together in the same space, the two bodies of work appear nearly identical — Connell’s “Doorway II” (2015) and Weston’s “Nude” (1936) are particularly alike. Connell’s reenactment of Weston and Wilson’s collaboration reclaims the presentation of femininity for women and contextualizes it within a framework of homosexual (and, importantly, non-male) desire but her work does not deconstruct or refuse the romanticized American landscape that Weston and Wilson helped visualize. Connell’s photographs contain all the same poetic grandiosity as Weston’s. Both photographers show that the terrain of the United States is vast but only in Connell’s work does the subject of the photographs, along with the land that surrounds her, exist for more than the artist alone. Rebutting remarks by BRS leader T. Harish Rao, revenue minister Ponguleti Srinivas Reddy on Sunday said that the Congress government has fulfilled its promises by providing a number of schemes to people in the last one year. The government has taken a decision to take 23,000 village revenue assistants and village revenue officers into postings. The BRS government had shifted them to other departments. Speaking to media persons at the Secretariat, the minister countered Harish Rao's remarks that the state’s financial situation was in a bad shape, by stating that it was due to the ten years of misrule of the BRS government. "Wasn't it Tughlaq rule of those that made Erravelli the capital and a farmhouse the state secretariat and ruled unilaterally as per their whims and fancies,” he asked, referring to BRS president K. Chandrashekar Rao. Reddy said that lakhs of applications regarding Dharani issues had been pending during the BRS rule. “We have taken many decisions related to the revenue department. We have made revenue services accessible to the common man. While taking necessary steps to clean up Dharani portal, we have also resolved applications received by the previous government as regards Dharani. We have mooted a new revenue law and we will be introducing the new revenue law bill in the upcoming Assembly session", the minister said. SEOUL, South Korea (AP) — The president of South Korea early Wednesday lifted the martial law he imposed on the country hours earlier, bending to political pressure after a tense night in which troops surrounded parliament and lawmakers voted to reject military rule. President Yoon Suk Yeol, who appeared likely to be impeached over his actions, imposed martial law late Tuesday out of frustration with the opposition, vowing to eliminate “anti-state” forces as he struggles against opponents who control parliament and that he accuses of sympathizing with communist North Korea. Police and military personnel were seen leaving the grounds of parliament following the bipartisan vote to overrule the president, and the declaration was formally lifted around 4:30 a.m. during a Cabinet meeting. Parliament acted swiftly after martial law was imposed, with National Assembly Speaker Woo Won Shik declaring that the law was “invalid” and that lawmakers would “protect democracy with the people.” In all, martial law was in effect for about six hours. The president’s surprising move harkened back to an era of authoritarian leaders that the country has not seen since the 1980s, and it was immediately denounced by the opposition and the leader of Yoon’s own conservative party. Lee Jae-myung , leader of the liberal Democratic Party, which holds the majority in the 300-seat parliament, said the party’s lawmakers would remain in the Assembly’s main hall until Yoon formally lifted his order. Woo applauded how troops quickly left the Assembly after the vote. “Even with our unfortunate memories of military coups, our citizens have surely observed the events of today and saw the maturity of our military,” Woo said. While announcing his plan to lift martial law, Yoon continued to criticize parliament’s attempts to impeach key government officials and senior prosecutors. He said lawmakers had engaged in “unscrupulous acts of legislative and budgetary manipulation that are paralyzing the functions of the state.” Jo Seung-lae, a Democratic lawmaker, claimed that security camera footage following Yoon’s declaration showed that troops moved in a way that suggested they were trying to arrest Lee, Woo and even Han Dong-hoon, the leader of Yoon’s People Power Party. Officials from Yoon’s office and the Defense Ministry did not respond to requests for comment early Wednesday. Seemingly hundreds of protesters gathered in front of the Assembly, waving banners and calling for Yoon’s impeachment. Some protesters scuffled with troops ahead of the lawmakers’ vote, but there were no immediate reports of injuries or major property damage. At least one window was broken as troops attempted to enter the Assembly building. One woman tried unsuccessfully to pull a rifle away from one of the soldiers, while shouting “Aren’t you embarrassed?” Under South Korea’s constitution, the president can declare martial law during “wartime, war-like situations or other comparable national emergency states” that require the use of military force to maintain peace and order. It was questionable whether South Korea is currently in such a state. When martial law is declared, “special measures” can be employed to restrict freedom of press, freedom of assembly and other rights, as well as the power of courts. The constitution also states that the president must oblige when the National Assembly demands the lifting of martial law with a majority vote. Following Yoon’s announcement of martial law, South Korea’s military proclaimed that parliament and other political gatherings that could cause “social confusion” would be suspended, South Korea’s Yonhap news agency said. The military said anyone who violated the decree could be arrested without a warrant. In Washington, the White House said the U.S. was “seriously concerned” by the events in Seoul. A spokesperson for the National Security Council said President Joe Biden’s administration was not notified in advance of the martial law announcement and was in contact with the South Korean government. Pentagon spokesman Maj. Gen. Pat Ryder said there was no effect on the more than 27,000 U.S. service members based in South Korea. The South Korean military also said that the country’s striking doctors should return to work within 48 hours, Yonhap said. Thousands of doctors have been striking for months over government plans to expand the number of students at medical schools. Soon after martial law was declared, the parliament speaker called on his YouTube channel for all lawmakers to gather at the National Assembly. He urged military and law enforcement personnel to “remain calm and hold their positions. All 190 lawmakers who participated in the vote supported the lifting of martial law. At one point, television footage showed police officers blocking the entrance of the National Assembly and helmeted soldiers carrying rifles in front of the building. An Associated Press photographer saw at least three helicopters, likely from the military, that landed inside the Assembly grounds, while two or three helicopters circled above the site. The leader of Yoon’s conservative party called the decision to impose martial law “wrong.” Lee, who narrowly lost to Yoon in the 2022 presidential election, said Yoon’s announcement was “illegal and unconstitutional.” Yoon said during a televised speech that martial law would help “rebuild and protect” the country from “falling into the depths of national ruin.” He said he would “eradicate pro-North Korean forces and protect the constitutional democratic order.” “I will eliminate anti-state forces as quickly as possible and normalize the country,” he said, while asking the people to believe in him and tolerate “some inconveniences.” Yoon — whose approval rating dipped in recent months — has struggled to push his agenda against an opposition-controlled parliament since taking office in 2022. His party has been locked in an impasse with the liberal opposition over next year’s budget bill. The opposition has also attempted to impeach three top prosecutors, including the chief of the central Seoul prosecutors’ office, in what the conservatives have called a vendetta against their criminal investigations of Lee, who has been seen as the favorite for the next presidential election in 2027 in opinion polls. During his televised announcement, Yoon also described the opposition as “shameless pro-North Korean anti-state forces who are plundering the freedom and happiness of our citizens.” He did not elaborate. Yoon has taken a hard line on North Korea over its nuclear ambitions, departing from the policies of his liberal predecessor, Moon Jae-in, who pursued inter-Korean engagement. Yoon has also dismissed calls for independent investigations into scandals involving his wife and top officials, drawing quick, strong rebukes from his political rivals. Yoon’s move was the first declaration of martial law since the country’s democratization in 1987. The country’s last previous martial law was in October 1979, following the assassination of former military dictator Park Chung-hee. Sydney Seiler, Korean chair at the Center for Strategic and International Studies, argued that the move was symbolic for Yoon to express his frustration with the opposition-controlled parliament. “He has nothing to lose,” said Seiler, comparing Yoon’s move to the Hail Mary pass in American football, with a slim chance of success. Now Yoon faces likely impeachment, a scenario that was also possible before he made the bold move, Seiler said. Natalia Slavney, research analyst at the Stimson Center’s 38 North website that focuses on Korean affairs, said Yoon’s imposition of martial law was “a serious backslide of democracy" that followed a “worrying trend of abuse” since he took office in 2022. "We will not let that happen." "We will remain vigilant," he assured. This vigilance, he said, also applies to the rebel groups that had toppled al-Assad. "Make no mistake, some of the rebel groups that took down Assad have their own grim record of terrorism and human rights abuses." Coach Dan Quinn said he and general manager Adam Peters got to visit with Ekeler before he went to the hospital. A team spokesperson said the decision to transport Ekeler was made out of an abundance of caution. Ekeler, 29, was injured when he was tackled by Damone Clark and Nick Vigil on a kickoff return with 9 seconds left in the fourth quarter. Ekeler remained down on the field for some time being attended to by medical personnel, and players from each team knelt around him with their helmets off. Lineman Andrew Wylie was also concussed and fellow running back Brian Robinson Jr. sprained an ankle in Washington’s third consecutive defeat. The 2024 Organisation for Economic Co-operation and Development International Migration Outlook report has shown that the top three nationalities for the Health and Care visa for 2023 were Indians, Nigerians, and Zimbabweans. In a statement issued on November 14, but made available to our correspondent on Saturday, the Health and Care visa is a skilled worker visa available for those who are taking on a role in eligible health or social care jobs or who are qualified doctors, nurses, healthcare professionals, or adult social care professionals. The OECD’s annual publication analyses recent developments in migration movements and policies in its countries. Each edition provides the latest statistical information on immigrant stocks and flows, immigrants in the labour market, and migration policies. It said in 2023, migration to OECD countries reached record levels for the second year in a row, as not only have 6.5 million permanent migrants arrived in the last year but the number of temporary migrants and asylum seekers have skyrocketed. The increasing migration flows raise legitimate concerns, according to the report, but they also point to major opportunities. It noted that buoyant labour demand in host countries has been a key driver of migration over the past two years, and international cooperation on migration is gradually progressing. It added that in many OECD countries facing widespread labour shortages and looming demographic changes, growing numbers of labour migrants have contributed to sustained economic growth. Seventy percent of family migrants in the United Kingdom were accompanying family members of labour migrants. “The Health and Care visa for accompanying family members accounted for the bulk of the increase. Indeed, more than half of family migrants who settled in the United Kingdom in 2023 benefited from this visa (203,000, against 81,000 in 2022). Starting March 2024, new care workers under the Health and Care visa are no longer eligible to sponsor accompanying dependents. “The top three nationalities for the Health and Care visa were Indians (58,000,+75 per cent compared to 2022), Nigerians (51,000, +204 per cent), and Zimbabweans (25 100, +153 per cent).” On contrasting trends in permanent-type labour migration across OECD countries, the report revealed that permanent labour migration to OECD countries remained at a high level in 2023 with just under 1.2 million workers, as in 2022. “Almost a quarter of these migrant workers went to the United Kingdom (282 000, 48 per cent more than in 2022) of which more than half were health professionals issued a “Skilled worker visa – Health and care”. In 2023, Canada admitted 145,000 workers as permanent residents (+seven per cent), including 52,000 through Provincial Nominee Programs (+37 per cent). “A record number of approximately 93,000 migrant workers settled in Germany in 2023. Several other countries registered record figures for permanent labour migration in 2023, including Japan and France (90,000 and 59,000, respectively), and Korea and Greece, although at lower levels (13,000 and 12,000, respectively). “Labour migration to the United States (excluding accompanying family) fell quite sharply in 2023 compared to 2022 (by -43 per cent, to 82,000). However, the overall level remained relatively high and higher than pre-2021 levels. EDMONTON — Alberta Transportation Minister Devin Dreeshen says as of April 1 the province is ending photo radar ticketing on all numbered provincial highways. The province also plans over the coming months to review "cash cows” – photo radar spots that appear to prioritize money-making over safety -- with the goal of shutting down 70 per cent of the current 2,200 sites. Dreeshen says far too often photo radar penalizes drivers without improving road safety, adding the province doesn’t intend to offer extra cash to make municipalities whole from the lost photo radar revenue. “The whole point of getting rid of these cash cow locations is to make sure that photo radar is used as a traffic safety tool and not as a revenue generator,” Dreeshen told a news conference Monday. Photo radar will continue to be allowed in school zones, playground zones and construction sites, but beyond these areas, local governments will have to submit their case and show evidence of higher collision rates. At intersections equipped with cameras, running a red light could still net a driver a ticket, but speeding on green will not - starting in the spring. Kara Westerlund, president of the Rural Municipalities of Alberta, applauded the move. “Our communities have called for change, and I’m proud to say that this government has listened,” she said at the government news conference. Alberta Municipalities president Tyler Gandam said his organization supports local governments using automated traffic enforcement for safety reasons, since the data shows it reduces deaths, injuries and property damage. "It's improving safety in the communities, no question," Gandam said in an interview, adding the government's decision is about political points because getting tickets is unpopular. "If you don't like photo radar, just stop speeding," he said. Gandam said forcing municipalities to go through another approval process represents more bureaucracy from a government that prides itself on cutting red tape. He said photo radar revenue makes up a small portion of any municipality's budget. For him, the issue is about safety, including that of the police officers who will need to enforce traffic safety. Dreeshen said the province has seen a "mixed bag" of data measuring photo radar's effect on collision numbers. "There's lots of folks that will say photo radar is needed to keep these streets safe, but we've also seen municipalities, when they remove photo radar, that we've actually seen safer streets," he said. "We're not banning speed limits," he said. Opposition NDP critic Lorne Dach told reporters Dreeshen's move doesn't appear to be supported by evidence. "The decision-making here seems to be basically based on the minister's decision about popularity rather than public safety data," said Dach. NDP Leader Naheed Nenshi said the government is adding red tape, and that municipalities, including Calgary, use photo radar funding to pay for policing. "If this government wants municipalities to increase property taxes for their largest budget item, they should just say so," he said. The United Conservative Party government has been placing restrictions on photo radar sites in stages. All photo radar sites were removed from ring roads in Calgary and Edmonton last December. Dreeshen said that's shown good results, in part because drivers aren't taken off guard by having to suddenly slow down and disrupt traffic. In 2019, the UCP increased the province’s share of photo radar revenue to 40 per cent from 27. That fiscal year, the revenue generated was $203 million across the province. By last year, total revenue was down to $145 million, Dreeshen said Monday. "At the end of the day, this is going to be a hit to the province (financially) as well." Among the top five revenue-generating sites listed by the government in 2023, four are in Edmonton and area, each collecting between $2.1 million and almost $6 million per year.
